Burnham Drive and Harborview Drive ½-width Roadway Improvements – Design and Permitting

Project Information:

The City’s 2020 Budget includes the Streets Capital objective “Burnham Drive and Harborview Drive ½-width Roadway Improvements – Design and Permitting”.  The project scope was clarified on July 8, 2020 to consist of new bicycle and pedestrian facilities from Austin St. to Harbor Hill Drive along the east side of the roadway, which equates to a project length of approximately 4,000 feet.  Staff was then directed to consider three alternatives.  These alternatives consisted of #1 Sidewalk infill that meets ADA Standards but does not meet the Public Works Standards for half-street improvements; #2 Half-street improvements per Public Works Standard Detail 2-03; and #3 Shared-use path half-street improvements.  For each alternative Staff has recommended inclusion of replacing a failing stormwater culvert just south of 96th Street.

City Staff presented the three alternatives to Council during the August 27 study session.  Council subsequently directed the Public Works Committee to consider further direction on the alternatives.  City Staff then presented the three alternatives to the Public Works Committee at their September 15 meeting. The Committee recommended the length of the project be reduced to begin at the north end of the Eagles Club property and end at the south end of the sidewalk at Burnham Box Storage, just south of 96th Street.  The approximate length of this reduction is 1,300 feet.

City Staff presented the three alternatives to Council during the study session on October 28, 2020.  During that meeting council directed staff to present this at the council meeting on November 9, 2020 for public comment and direction from council.

Staff is now looking for direction from Council on the proposed reduced project limits and if the proposed improvements should follow those outlined in Alternative #1 or Alternative #2.

The October 28 presentation with the alternatives shown can be viewed here.
